City Manager Position

City Manager - Salary Negotiable Depending on Qualifications.
This beautiful, progressive City, located at the foothills of the Appalachian Mountains in NE Georgia, is seeking an experienced manager who can guide a supportive Board of Commissioners and professional staff. The City of Toccoa is just 90 miles from Atlanta and 40 miles from Gainesville. The ideal candidate will have strong skills in managing enterprise funds, developing economic resources, and developing a government organization that is responsive to the citizenry.
A demonstrated leader is needed to ensure the provision of quality services is continued within the pressures of the current economy. This leader will direct a strong cadre of experienced department heads. Toccoa is dedicated to excellence in providing services to its citizenry and was named a City of Excellence by the Georgia Municipal Association in 2001, as well as being named by Outdoor Magazine as one of the “Top 200 Best Towns for Outdoorsman.”
Toccoa is home to Toccoa Falls College, which is centered around Toccoa Falls, a 186-foot waterfall that is the tallest, non-cascading waterfall east of the Mississippi. The City obtained its name in 1874 from the native Cherokees, in whose language Toccoa means “beautiful.” The Toccoa area also has award-winning hiking trails and beautiful Lake Hartwell, which provides access to water recreation. Toccoa is the County seat of Stephens County, whose school system is one of only 34 school systems in the State in which every school meets AYP goals set by No Child Left Behind Act. Voters overwhelmingly (72%) approved a Special Purpose Local Option Sales Tax increase for the fifth time (SPLOST 5) in November 2008 that will provide an estimated $25 million in capital improvements during the six years beginning 2009, $9 Million of which is the City’s portion, to be used to fund infrastructure improvements.
The City of Toccoa has a variety of housing opportunities, both city living and quiet countryside neighborhoods. Prices remain affordable. Family activities abound in Toccoa/Stephens County as the governments, both city and county, have developed recreational activities including a Senior Center and municipal swimming pool. The Stephens County Hospital, The Toccoa Clinic, a Cancer Center, and a Dialysis Clinic are all in the City limits and other specialized medical services are readily available in close proximity.
With approximately 160 full- and part-time employees, the City Manager is directly responsible for a $29.9 Million annual budget, which funds activities of Administration, Finance, Community Development, Public Works (Streets, City Cemetery, and Solid Waste), Public Safety Services (Police & Fire Departments & City Court), and sizable enterprise funds including City-wide Wastewater, a County-wide water system and a two-State Gas System.
The ideal candidate will have a Master’s Degree in Public Administration or related field, at least five years of progressively responsible experience as a City or Assistant City Manager in a local government with similar attributes, or other comparable experience. The candidate will subscribe to the ICMA Code of Ethics and its guidelines. An equivalent combination of education and experience may be considered.

FINANCE DIRECTOR- Salary Negotiable Depending on Qualifications.
This beautiful, progressive City, located at the foothills of the Appalachian Mountains in NE Georgia, is seeking qualified candidates for the position of Finance Director. This key position with is responsible for the administration of accounting, payroll, utility billing and collections, purchasing, budgetary control ($30 million), inventory control and data processing. A staff of nine (9) is employed to carry out these responsibilities under the direction of the Finance Director and is an integral part of the management team. The Finance Director is appointed by the City Manager with approval by the City Commission. The City’s past commitment to financial excellence is evidenced by GFOA awarding Toccoa its “Certificate of Achievement for Excellence in Financial Reporting”, for many years.
The position requires an aggressive, self-motivated individual with a strong management background and demonstrated skills and experience in accounting, data processing, budget control and communications. A customer service oriented person is required for this position. Experience with enterprise funds is essential, including water, wastewater, and natural gas. Minimum requirements also include a Bachelor’s Degree in accounting, finance of business administration (or equivalent) and five years experience in municipal finance management.

GAS METER READER
JOB TITLE: Gas Meter Reader GAS/17
DEPARTMENT: Gas, City of Toccoa
JOB SUMMARY: This position is responsible for reading and recording gas usage data.
MAJOR DUTIES:
Reads commercial and residential gas meters; records data in hand-held computer; downloads data to department computer system.
o Performs meter audits to detect the theft of utility services.
o Takes gas main readings to record consumption and pressure.
o Detects and reports damaged or unsafe meters.
o Cleans and replaces meters.
o Re-reads meters as requested; assists customers with questions regarding high consumption.
o Checks for dead meters on zero consumption report.
o Drives a truck to meter locations; maintains assigned vehicle.
o Performs general housekeeping and landscaping duties at Toccoa Natural Gas Facility.
o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Knowledge of city and department policies and procedures pertaining to the reading of utility meters.
o Knowledge of the mechanical functions of utility meters.
o Knowledge of the locations of city streets and meters.

COMPLEXITY: The work consists of related duties in reading gas meters. Occasional inclement weather, stray animals, snakes, insects, and overgrown shrubbery contribute to the complexity of the work.
SCOPE AND EFFECT: The purpose of this position is to record gas usage data from meters. Successful performance helps ensure public satisfaction with the handling of utility accounts.

PURPOSE OF CONTACTS: Contacts are typically to give and exchange information, resolve problems, and provide services.

MINIMUM QUALIFICATIONS:
o Ability to read, write, and perform basic mathematical calculations at a level commonly associated with the completion of high school or equivalent.
o Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
o Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.

GAS CREW WORKER
JOB TITLE: Gas Crew Worker I GAS/20
DEPARTMENT: Gas, City of Toccoa
JOB SUMMARY: This position is responsible for assisting in the installation, repair, and maintenance of gas lines and system components.
MAJOR DUTIES:
o Performs and/or assists with the fusion of plastic pipe.
o Locates and corrects gas leaks.
o Responds to emergency repair calls.
o Installs, repairs, and maintains gas pipelines and meters.
o Locates underground utilities and marks location with paint; Uses pipehorn to locate gas lines.
o Loads materials, supplies, and equipment as directed; sets up at job site as required.
o Paints pipe and performs grounds keeping duties.
o Reads meters and works service tickets.
o Performs general preventative maintenance to equipment and machinery as needed.
o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Knowledge of the city’s gas distribution system.
o Knowledge of the installation, repair, and maintenance of gas lines and other system components.
o Knowledge of the methods, materials, and tools used in gas line piping.
o Skill in the location of lines and meters.

JOB TITLE: Street/Grounds Maintenance Worker I PS-MSW/8
DEPARTMENT: Maintenance/Solid Waste, City of Toccoa
JOB SUMMARY: This position is responsible for operating mowers and other equipment to maintain the grounds at city buildings, parks, and rights-of-way.
MAJOR DUTIES:
o Operates landscape maintenance equipment to mow and trim grassed areas, clear overgrown brush, and install plants.
o Rakes leaves.
o Clears drainage pipes.
o Picks up litter and trash along city streets and at city facilities.
o Provides routine maintenance of landscaping equipment by performing such duties as checking oil and fluid levels and sharpening blades.
o May drive a garbage truck along a predetermined route.
o Trims trees and hedges; chips limbs and leaves.
o Installs street signs.
o Performs other related duties as assigned.
KNOWLEDGE REQUIRED BY THE POSITION:
o Knowledge of city, department, and safety policies and procedures.
o Knowledge of grounds maintenance techniques.
