Toccoa-Stephens County Public Library
The Toccoa-Stephens County Public Library is located at 53 West Savannah St. in Toccoa and is open weekdays from 10 a.m. until 5:30 p.m. and Saturdays from 10 a.m. until 1 p.m.
The library dates back to the 1930s when the first public library in Stephens County began as a Works Progress Administration Project. The Toccoa Woman's Club, The Kiwanis Club and the United Daughters of the Confederacy were instrumental in procuring books and funding for library programs and services. Friends of the Library help fund the library, the "Read at Home" program and the children's "Summer Reading" program, among others. The organization buys specific items needed by the library and contribute to the library's discretionary fund.
The library has grown over the past decades into a current modern, state-of-the-art facility. The Toccoa-Stephens County Library is a Georgia PINES Library. A program of the Georgia Public Library Service, Georgia Library PINES (Public Information Network for Electronic Services) is the public library automation and lending network for more than 275 libraries and affiliated service outlets in almost 140 counties.
PINES creates a statewide "borderless library" that provides equal access to information for all Georgians. Georgians with a PINES library card have access to materials beyond what is available on their local shelves and enjoy the benefits of a shared collection of 9.6 million books and other materials that can be delivered to their home library free of charge.

The six-member Board of Trustees is the governing body of the Toccoa-Stephens County Public Library. Board members are appointed by the Stephens County Board of Commissioners, and serve under state regulations governing public libraries. Members of the Library Board also Toccoa-Stephens County on the Northeast Georgia Regional Library Board.
